François Papa Doc Duvalier did not begin as the obvious image of a dictator. He was a doctor, public health worker, intellectual and political operator who understood Haiti's wounds before he learned how to weaponise them.
Ruling Haiti from 1957 until his death in 1971, Duvalier built one of the most feared personal dictatorships of the twentieth-century Caribbean. He fused race, nationalism, myth, religion, terror, corruption and family power into a regime that made silence a form of survival.
Papa Doc presented himself as the father of Haiti, defender of the Black majority and protector of the poor. In reality, he turned the state into an instrument of fear. Through the Tonton Macoute, prisons, disappearances, intimidation and political murder, he created a system where ordinary citizens learned that danger could come from the palace, the street, the neighbour or the informer.
This book follows Duvalier from the Haiti that shaped him through his rise as a doctor, noiriste thinker and political survivor, to his 1957 victory, the creation of the Tonton Macoute, the cult of Papa Doc, his manipulation of Vodou imagery, his use of anti-communism, his declaration as president for life, and the dynastic succession that delivered Haiti to his son, Jean-Claude Baby Doc Duvalier.
It examines the central questions behind his dictatorship:
