After the 1949 communist revolution and military confrontations during the Korean War, formal diplomatic ties did not exist. The widening Sino-Soviet split in the 1960s prompted a realignment of geopolitical strategies. This process culminated in President Richard Nixon's historic 1972 visit to Beijing and the full normalization of diplomatic relations under President Jimmy Carter in 1979, motivated by a pragmatic effort to counterbalance Soviet hegemony.
Economic Transformation and Market Liberalization
A pivotal turning point occurred in the late 1970s when Deng Xiaoping initiated China's Economic Reforms and Opening Up. By establishing Special Economic Zones like Shenzhen, China transformed itself from a stagnant command economy into the world's factory. This shift was met with cautious engagement by US policymakers, who viewed China both as a massive commercial frontier and as a system to integrate into the rules-based global order. Over subsequent decades, the bilateral relationship evolved from a traditional hierarchy, with the US maintaining financial and technological dominance, to a deeply interconnected economic partnership. Extensive cross-continental supply chains linked the two countries: the US depended on China's manufacturing capacity and consumer goods, while China benefited from access to American capital, technology, and consumer markets.
However, this deep integration revealed significant structural tensions. Persistent disputes regarding trade imbalances, state-sponsored industrial subsidies, forced technology transfers, and intellectual property theft contributed to increasing bipartisan concerns in Washington.
The Trade War and the Shift Toward a Balanced Partnership
These escalating tensions culminated in the comprehensive tit-for-tat trade war that began in 2018, marked by significant tariff increases on hundreds of billions of dollars in bilateral trade. Although the 2020 Phase One trade agreement provided partial de-escalation, it failed to address fundamental structural and technological challenges.
