Set between 1973 and 1977 in Fair Play, Alabama, There Is No Buford follows Officer B U Ford, an excessively methodical policeman who records every detail of municipal life in marbled composition books. When an 80-column keypunch machine enforces a mandatory three-character minimum for first names, data processor Mrs. Ludie Barbee adds four letters to B U so payroll will run, accidentally generating a phantom employee named Buford Ford. Shortly after, B U receives an interoffice memo promoting Buford Ford to Captain of the newly created Division of Unassigned Matters-a fictitious basement unit originally established to absorb a state grant.
Operating out of an unexplainedly warm basement room with a telephone that can receive calls but cannot dial out, Captain Ford begins systematically auditing city operations. Comparing softball rosters, locker counts, and payroll sheets, Ford realizes Buford Ford isn't the only ghost in the building: five non-existent men are drawing city allowances. While four phantom slots secretly fund basic equipment like squad car tires and cold-weather gear, the fifth is being funneled directly to Alderman Sonny Dobbins' nephew in Florida.
Rather than confronting the chief or the district attorney directly, Ford strictly follows procedure, filing dozens of Form 9-B personnel correction forms with the State Examiners of Public Accounts. His relentless paperwork triggers a state audit, setting off a chain of events that exposes small-town corruption during the 1976 Bicentennial parade and permanently alters the town's nameless police force.
