The Strategic Research Plan (SRP) is an essential tool that defines roles and sets of actions that must be carried out by any academic institution. One of the priorities for academic organizations-and especially for universities-is the development of human capital. Universities must ensure that their graduates possess the necessary research and innovation skills to create knowledge and launch new ventures. In this context, it is important to define an SRP, and various methodologies can be used to develop it. Quality Function Deployment (QFD) incorporates the voice of the customer and is highly effective for developing a university's SRP. In this document, QFD is used to reorient research at an educational institution in the Peruvian interior; to this end, it was crucial to prioritize the requirements of CONCYTEC (the voice of the customer and the head of Peru's national funding agency), which will enable them to design products (research centers, interdisciplinary laboratories, etc.) that must be managed and, therefore, monitored.
