Competent Leaders Know How to Succeed is a practical and experience-driven guide for leaders who want to build organizations that function with purpose, integrity, and long-term vision. William B. Gilmore brings decades of experience in public service, urban planning, and executive management to demonstrate how authentic leadership is shaped by a personal planning agenda, an understanding of political realities, and a willingness to confront uncomfortable truths.
Through detailed accounts of real municipal and utility operations, Gilmore illustrates how leaders can recognize inefficiencies, uncover hidden obstacles, and introduce systems that rebuild trust, transparency, and accountability. He explains how planning is far more than a procedural tool. It is the foundation for progress, decision-making, and responding to complex challenges within any organization.
Readers will learn how to
- Use planning as a leadership instrument rather than a routine requirement
- Navigate councils, boards, and ruling bodies that often resist change
- Build metrics that reveal weaknesses and create room for improvement
- Work with outside reviews and audits to expose problems and inspire reform
- Strengthen staff capacity, encourage open communication, and promote a shared vision
- Understand the political influences that shape public institutions
- Transform inefficient systems through personal initiative and deliberate strategy
The book presents clear examples of leaders who overcame complacency, corruption, and organizational dysfunction by applying steady planning principles and evidence-based methods. These accounts give readers a close look at how progress is achieved one strategic step at a time.
Competent Leaders Know How to Succeed is for managers, public officials, executives, and anyone who wants to understand what it truly takes to guide a team, rebuild trust, and create a culture of responsibility in any environment. It is both a leadership manual and a real-world reflection on what it means to pursue honest and effective governance.
