After 5 years away from Earth the Black Rider is sent back to California 1875 to watch the Chinese settlers dealing with anti immigration and persecution. To observe and not interfere with events as per the protocol of his orders. Tom O'Leary meets Levinson on the road desperately in need of food and water. Together they ride into Los Angeles hearing about a massacre that killed 19 Chinese residents, witnesses recorded that some fought back with pistols and knives before being overrun by a mob of 500 four years earlier. Now tensions are rising again and there is trouble ahead. Levinson is recruited to be the new Marshal by the towns Mayor and he decides to protect the Chinese, but is against not just the locals but the politicians in Washington. The Black Rider behind the scenes saves Chinese miners from claim stealers - using a weapon the Chinese witness. Back in the city tensions are rising to a showdown with the China Town community and the mob.
Sub Plot: Donald (Don) Templeton has plans to seize Chinese assets, property and mines if not under the new exclusion laws then by force - using his own gun men to get what he wants. Forcing Chinese owners to sign over deeds or face the mob. Some Chinese organise to resist and barricade their places ready for the threat to come. Bringing in a gun slinger Emerson to create tension and confrontation.
