Data Does Not Decide explains why better information so often fails to produce better action, and what must change when it does.
At the centre of the book is the Strategic Data Activation Quadrant, or SDAQ. This practical framework diagnoses an organisation through two simple questions:
Can it see clearly?
Can it move on what it sees?
The answers reveal four organisational types: the Compliance Operator, the Reporting Machine, the Constrained Strategist, and the Strategic Data Leader. Each is trapped by a different constraint. Each requires a different path forward.

The book introduces four activation levers: governance clarity, trust in metric meaning, decision cadence and accountability linkage. Together, they turn data from something an organisation collects into something that changes what it does.
But this book is not only for executives.
Its principles apply wherever evidence, uncertainty and action meet. A prediction is not a decision. More information does not guarantee clarity. Acting and waiting carry different risks. A good outcome does not always prove that the original decision was sound. AI can offer an answer without accepting responsibility for what follows.
These lessons can improve decisions about projects, investments, careers, technology and everyday life. Formal authority is not required. Anyone who has watched strong evidence enter a conversation without changing the outcome will recognise the problem.
Developed through Daniel Berger's MBA research and enriched by seven years of work with an international organisation, the book draws on experience gained across more than fifty country visits and through discussions with leaders and key opinion leaders from a wide range of industries. It combines analytical discipline with the realities of organisations in which politics, incentives, authority and human judgement shape what happens next.
