As the spare parts steward for Department of Defense (DoD), Defense Logistics Agency (DLA) has been in acquisition surge since early 2003 and is experiencing continued high spare part Back Orders (BOs) and outstanding open Purchase Requests (PRs). DLA has initiated several process improvement initiatives, including the complete replacement of their legacy Standard Automated Material Management System (SAMMS) with the new DLA Enterprise Business System (EBS). However, the question must be answered: does the DoD have procurement options to help relieve the spares BO upward trend in the event war time surge continues?
