What happens when the government responsible for constitutional reform becomes unwilling to reform itself?
Article V contains an answer.
The Constitution gives Congress one path for proposing amendments-but it also gives the states an independent route. When two-thirds of state legislatures apply, Congress shall call a Convention for proposing Amendments.
That command has never produced a convention.
Article V: The Forgotten Blueprint returns to the constitutional text, the debates of 1787, George Mason's warning about congressional self-interest, Alexander Hamilton's description of Congress's duty as peremptory, and the unresolved modern disputes over applications, rescissions, aggregation, and congressional counting.
The result is neither a defense of convention activism nor a dismissal of its risks. It is an investigation into a constitutional mechanism designed to remain available when ordinary institutions fail to correct themselves.
This expanded edition also includes the Master Series Index, connecting the constitutional provisions, Supreme Court cases, and institutions examined throughout all seven volumes of Usurpers of the Constitution.
The safeguard remains in the Constitution.
