Operation Condor was not merely a secret intelligence arrangement. It was a transnational system of surveillance, abduction, torture, disappearance, and assassination that crossed national borders and turned much of South America into a shared theater of political repression.
Created formally in 1975 by military governments in the Southern Cone, Operation Condor connected the intelligence and security services of Chile, Argentina, Uruguay, Paraguay, Bolivia, and other cooperating states. Political exiles who believed they had escaped one dictatorship could be located in another country, detained by mixed intelligence teams, transferred across borders, disappeared, or killed.
Operation Condor: State Terror, Transnational Repression, and the War on Dissidents reconstructs how this system emerged, how it operated, and how its existence was eventually exposed.
Drawing on declassified intelligence records, diplomatic cables, judicial proceedings, human-rights archives, survivor testimony, and modern scholarship, Antonios Valamontes examines the network from its origins through its continuing legal and historical consequences.
The book traces:
- the 1975 Santiago meeting that formally created Operation Condor;
- the intelligence architecture behind Condortel, Condoreje, and Teseo;
- Argentina's emergence as the principal operational theater of transnational repression;
- Automotores Orletti and the clandestine transfer of prisoners across national borders;
- the role of DINA operative Michael Townley;
- the assassination of former Chilean foreign minister Orlando Letelier and Ronni Moffitt in Washington, D.C.;
- what U.S. intelligence agencies knew about Condor and its plans for operations abroad;
- the aborted diplomatic warnings of September 1976;
- the discovery of Paraguay's Archives of Terror;
- the later prosecutions in Argentina, Chile, Uruguay, Paraguay, Italy, and the Inter-American human-rights system;
- and the continuing struggle of survivors and families to locate the disappeared and establish accountability.
Rather than collapsing every form of regional repression into a single conspiracy, the study distinguishes carefully between pre-Condor bilateral cooperation, formal Operation Condor operations, and operations conducted by individual intelligence services using Condor relationships or infrastructure.
The result is a documented history of how governments learned to cooperate across borders against their own political enemies-and how investigators, courts, survivors, and families eventually had to build an equally transnational system of evidence and accountability to confront them.
Operation Condor is a history of state power operating beyond borders, institutions operating in secrecy, and the long struggle to reconstruct crimes that were designed to leave no record at all.
