What survives when the central archive is destroyed-but the program itself is not in doubt?
The Files That Survived reconstructs Project MKULTRA from the records that remained after the CIA's principal project files were ordered destroyed in 1973. Rather than treating missing documents as permission to speculate, this historical investigation follows authorizations, funding chains, subprojects, oversight records, congressional testimony, and the financial material recovered in 1977 to ask a narrower question: what can the surviving record actually prove?
Beginning with the programs that preceded MKULTRA, the book traces the April 1953 authorization, the Technical Services chain, the use of intermediary funding, and the expanding network of outside researchers and institutions. It examines how a secret behavioral-research umbrella could move money, conceal sponsorship, and distribute work across universities, hospitals, clinics, companies, and other settings while different participants possessed very different levels of knowledge.
The reconstruction then follows the point at which testing moved beyond volunteers. It examines documented unwitting drug administration, safehouse methods, the Frank Olson sequence, and what covert dosing required operationally. LSD appears as one part of a broader program that also touched hypnosis, shock, sleep, isolation, and the work associated with Montreal's Subproject 68. Throughout, the book distinguishes a demonstrated effect on perception or behavior from the far stronger claim that complex human behavior could be reliably directed.
The later chapters turn to internal oversight and documentary loss: the Inspector General's challenge to covert testing, senior-level decisions, the transition to MKSEARCH, the 1973 destruction of central files, the investigations of the mid-1970s, the recovery of seven boxes of financial material, and the 1977 Senate hearing. The surviving record can establish administrative scale, funding relationships, documented human experimentation, and some instances of testing without informed consent. It cannot reconstruct every subject, every experiment, every result, or every destroyed page.
Written as an evidence-aware history of intelligence, behavioral research, and institutional secrecy, The Files That Survived is built around a disciplined rule: missing evidence is not evidence for whatever theory needs it. The result is a careful reconstruction of what can be placed, what remains uncertain, and why the difference matters.
For readers interested in Cold War intelligence history, MKULTRA, CIA behavioral research, human experimentation, archival investigation, and the limits of declassified records, this book follows the surviving chain as far as it can responsibly go.
