The hearing room was empty at this hour, the long mahogany table stretching into the dark like a runway no one had used in years. Only the emergency lights glowed - thin red strips along the floor, casting the chamber in a low, watchful haze.
A single man sat at the far end of the table. He didn't belong to any committee. He didn't appear on any roster. He wasn't elected, appointed, or confirmed. He simply was. He placed a folder on the table. No markings. No seal. Just a thin crease where it had been folded and unfolded too many times. He opened it with the care of someone handling a relic.
Inside were four photographs. A Senate staffer. A Pentagon liaison. A mid-level intelligence analyst. A quiet man from Appropriations. All dead. All ruled accidental. All wrong.
He slid the photos into a neat line, then added a fifth - a grainy surveillance still of a man walking through a Pentagon corridor, unaware he was being watched.
John McPhedran. -- The man at the table studied the image for a long moment. Not with anger. Not with fear. With calculation.
A soft click echoed through the chamber as he closed the folder.
Too early, he murmured. He's not supposed to see it yet.
He stood, smoothing the front of his suit, and walked toward the exit. His footsteps were silent on the carpet, but the room seemed to listen anyway.
At the door, he paused.
The emergency lights flickered - once, twice - then steadied.
He smiled to himself and thought, Time to tighten the circle.
He stepped into the hallway and disappeared.
Behind him, the hearing room remained empty, still, and silent.
But the folder on the table was gone.
And somewhere deep beneath the Capitol, in offices without names and hallways without windows, a message began to move through channels that weren't supposed to exist.
McPhedran is looking. -- Close the gaps. Close them all. The Quiet Branch had noticed him. And it would not forget.
