The evolving strategic relationship between the US and the Soviet Union appears to offer an unprecedented opportunity for both nations to develop nuclear weapons development and deployment policies based on a shared security commitment to deterrent stability and risk reduction, rather than on the latent insecurities that characterized cold war defense policy.
