The creation of the Intergenerational Equality Councils led to a diversification of functions and competencies for the Cantonal Boards for the Protection of Rights, bodies whose legal nature was only to attend to the individual and collective rights of children and adolescents. This creation led to the loss of the notion of specialization in the system which, at some point, allowed a functionality that covered only the age group of absolute priority, particularly in situations of risk or multiple vulnerability.
