Este trabalho discute o novo desafio que o terrorismo impõe à comunidade internacional no Século 21, os atores internacionais em posição para enfrentá-lo, os instrumentos disponÃveis para fazer-lhe face, e os métodos para implementar estes instumentos. Depois de uma breve descrição das três gerações de operações de paz executadas pelas Nações Unidas e outros atores internacionais e regionais, é exposto o arcabouço legal para as relações internacionais relativas ao uso da força, ou seja, o Direito Internacional Humanitário e os Direitos Humanos. Após, explicamos a ameaça à paz e segurança internacional que constitui o terrorismo, suas formas, métodos e motivações, bem como sua relação com as operações de paz. Posteriormente, assumimos que o terrorismo deve ser considerado um crime em direito internacional, de modo a punir seus atores efetivamente. Depois de uma breve apresentação do Sistema ONU, e seus órgãos relacionados a operações de paz e terrorismo, discutimos os esforços feitos até agora para combater o terror, especialmente a coleta de inteligência. Para concluir, reafirmamos a necessidade de respeitar o Direito Internacional Humanitário e Direitos Humanos, e também defender a Soberania Estatal, para lutar contra o terrorismo no longo prazo. Esta pesquisa é fundamentada em uma larga pesquisa baseada em extensa bibliografia.
