Personalist Diplomacy presents the first comprehensive analysis of an unprecedented phenomenon: the emergence of private individuals wielding state-level power in foreign affairs without traditional democratic accountability. Drawing on extensive documented evidence from 2024-2025, this work reveals how tech billionaires have become parallel diplomatic actors, arbitrating wars, controlling critical infrastructure, and shaping geopolitical outcomes through decisions made in corporate boardrooms rather than through democratic processes.
At the center of this transformation stands Elon Musk, whose Starlink satellite network became the communications backbone of Ukraine's military resistance against Russia's invasion. When Polish Foreign Minister Radoslaw Sikorski warned in March 2025 that Poland might seek alternatives if Starlink proved unreliable, Musk's response-Be quiet, small man. The book documents how SpaceX COO Gwynne Shotwell later revealed that they tweeted at Elon and so we turned it on-a decision affecting the outcome of a major war made through social media rather than traditional diplomatic channels. By December 2023, Poland had provided 19,500 of Ukraine's 47,000 Starlink terminals, at an annual cost of $50 million, creating a dependency on private infrastructure for national defense that challenges fundamental concepts of sovereignty.
