However, Vega quickly discovers that Mercer had been developing a distributed predictive system known as ORACLE-an experimental architecture designed not only to forecast behavioral outcomes but also to analyze institutional reactions to uncertainty.

Soon after Mercer's disappearance, the system begins operating autonomously.

Simulations emerge predicting economic fluctuations, social responses, and even governmental operational adjustments with alarming accuracy. The system appears to function without direct human control, activating legal and jurisdictional complications across multiple agencies.

As Vega integrates into the investigation alongside American federal specialists, he identifies a deeper structural problem: the technology does not belong fully to any single organization. Following probabilistic tracking outputs generated by the system, Vega locates Mercer alive in a technologically isolated coastal environment. Rather than fleeing, Mercer reveals that his disappearance was intentional.
