Dans Guide de survie de l'Évaluateur en contexte fragile, Christophe Providence propose une démarche pratique, accessible et rigoureuse pour concevoir et conduire des évaluations utiles dans les environnements difficiles. S'appuyant principalement sur les réalités d'Haïti et de la Caraïbe, l'ouvrage montre comment transformer les contraintes du terrain en possibilités d'apprentissage, d'innovation et d'amélioration des interventions. Le lecteur découvre d'abord les différentes dimensions de la fragilité - politique, institutionnelle, sécuritaire, économique, sociale et environnementale - ainsi que leurs conséquences sur la mise en oeuvre des projets. Le manuel présente ensuite les fondements de l'évaluation: distinction entre suivi, contrôle, audit et évaluation, évaluations ex ante, intermédiaire et ex post, théorie du changement, méthodes quantitatives, qualitatives et mixtes, ainsi que critères de pertinence, d'efficacité, d'efficience, d'impact et de durabilité.
L'ouvrage explique surtout comment adapter ces principes aux réalités du terrain: fixer des objectifs réalistes, sélectionner des indicateurs pertinents, anticiper les risques, gérer les biais, trianguler les informations et recueillir des données lorsque certaines zones sont inaccessibles. Il présente des solutions concrètes fondées sur les questionnaires courts, les entretiens, les focus groups, la cartographie participative, les relais communautaires, les téléphones mobiles, WhatsApp, les images satellites et les outils numériques de collecte.
Une place centrale est accordée à la participation des communautés. Les bénéficiaires ne sont pas considérés comme de simples sources d'information, mais comme de véritables partenaires capables d'identifier les besoins, d'expliquer les résultats, de révéler les effets inattendus et de renforcer la durabilité des projets. À travers des exemples portant sur l'accès à l'eau, le relogement post-séisme, l'agriculture, la santé, l'éducation et la microfinance, l'auteur montre qu'un projet peut réussir techniquement tout en échouant socialement. Il enseigne également comment présenter les résultats, produire des recommandations réalistes, préparer un policy brief et communiquer efficacement avec les décideurs, les bailleurs et les populations.
