This publication provides an approach for achieving the technical consistency of probabilistic safety assessments (PSAs) needed to support various PSA applications. The approach involves the consideration of a set of technical features, called attributes, of the major PSA elements relevant for various applications. This publication covers a Level 1 PSA for internal events at-power. Nine PSA elements characterizing the major PSA tasks are defined, including a set of general attributes for all PSA applications and special attributes for specific applications. A comprehensive list of PSA applications is included, and for each PSA application a brief description of its purpose and the way the PSA can be used to support it. Information on what PSA results and metrics can be used in the decision making process is also included.
