This book examines how ICT reforms in India's PDS are experienced by beneficiaries in the East Khasi Hills district of Meghalaya. Despite digitisation, citizens rarely use devices to access PDS services, revealing a usage gap. FPS dealers act as digital intermediaries, performing ICT tasks for beneficiaries. Many users do not recognise these changes as part of digital reform, showing a communication gap. While biometric records improved transparency and reduced malpractice, digital participation remains low. Beneficiaries stress the need for better connectivity, access points, training, and communication. The study shows that administrative digitisation does not equal digital citizenship and calls for citizen-focused ICT enablement.
