At the heart of this paper is whether or not the USAF's master tenet for the employment of air power is complete or not. The analysis is built around a framework that first identifies that the tenet is still relevant but not in all operational scenarios. Arguments and analysis of past, current and soon to be released doctrine help lay out the supported evidence. This paper challenges a time honored Air Force tenet. Several perspectives are used for discussion and are openly examined to reach conclusions. Furthermore, the author deals with both historical and contemporary issues resulting in an even-handed dialogue. The analysis concludes by recommending a new tenet for the employment of air power across the range of military operations along with guidance for implementation.
