A small-time crook, who has suffered a lifetime of harassment due to an odd physical handicap, suddenly decides to take his anger out on something near and dear to the City's citizens. So the authorities must use all their skills and resources to track him down before he can extinguish every last bottle of great bourbon and relegate the public to drinking gin and tonics.
