People are killed in Chicago every day. But when an Alderman is murdered in his office, all hell breaks loose.
Alderman David Strong, dressing for work, received a phone call from his friend Detective Harry Johnson. Harry tells him their mutual childhood buddy; Alderman Earl Williams was found dead in his office.
Alderman Strong rushes over to Earl's office, where he is confronted by members of the press, who want to know what has happened inside the alderman's office. Strong holds an impromptu outdoor press conference and tells of Earl's death.
Inside he observes Earl seated at his desk, with his torso slumped across the top. David sees the bullet wound to the head. Harry tells him, Earl was also shot twice in the chest and appeared to be tortured. Harry feels he and David should investigate the murder because of their relationship with Earl. David is reluctant because he feels his involvement will negatively impact his ability to raise funds and support for his next campaign.
Later, the leader of the local Black Lives Matter group meets with David and urges him to support three ordinances formerly supported by Earl. Strong overcomes his fears about his career and introduces the ordinances proposed by Black Lives Matter, at the next city council meeting. Protestors engage in a demonstration at the meeting and are dragged out by the police. Outside, Strong observes the police treatment of the protestors, when he is clobbered upside his head and lands in a hospital.
David learns from BLM leader, there is a white nationalist group in the Chicago Police Department, that engages in the torture and murder of black people. Later, David receives a call from Harry telling him the black lives leader was found murdered. There is another demonstration to protest police wrongdoing. When at the State of Illinois building, shots ring out and a man standing next to Strong is killed. Was the bullet meant for David?
Alderman Strong in his pursuit of the murderer of Earl, finds himself confronted by Russian mobsters, Mexican drug dealers, local street gangs, and members of the Chicago Police Department who kidnaped and tortured him.
