Can the United Nations reform the veto when the states that possess it are the ones that must consent to changing it?

VETO: Reforming the United Nations Security Council traces the origins of one of the most controversial powers in international diplomacy. Created as part of the Great Power bargain that made the United Nations possible in 1945, the veto gave China, France, the Soviet Union, the United Kingdom, and the United States a permanent voice over decisions affecting international peace and security. The book explains why the founders considered Great Power agreement essential, and why that arrangement has become increasingly contested in a United Nations of 193 member states from 51 founding members in 1945.

Drawing on the UN Charter and more than three decades of Security Council reform negotiations, VETO explains why possessing the veto matters; the Council can impose binding sanctions, create obligations reaching into the domestic systems of member states, and authorize military action. It examines demands for greater representation from Africa and other regions, competing reform proposals, and the positions of the five veto-wielding permanent members themselves.

Yet Charter Articles 108 and 109 reveal the fundamental obstacle to structural reform; changes to the Charter ultimately require the consent of all five permanent members. The book also examines efforts to work around this barrier through voluntary veto restraint and the General Assembly's Veto Initiative.
