Drawing on the landmark report of United Nations Special Rapporteur Francesca Albanese, Gaza Genocide: A Collective Crime (2025), this book examines how the law of occupation in Palestine and the responsibilities of Third States under international law to prevent and punish genocide, intersect with the political realities of the United Nations Security Council.

Beginning with Israel's obligations as an Occupying Power under international humanitarian law, the book traces the legal responsibilities of Third States to prevent genocide, examines the concept of complicity through continued military, economic, humanitarian, and diplomatic support to Israel, and concludes by analysing the binding legal authority of the United Nations Security Council to prevent genocide. It explains why the Security Council failed to act, and how the veto power of the permanent members can transform legal authority into political paralysis, raising fundamental questions about the relationship between international law and global power.
