To eliminate the problem of the ring of massive torus ice-shielded cities in GEO from eventually slowing, crumpling and de-orbiting uncontrolled in the far distant future onto unsuspecting inhabitants around the equator at that time, the uninhabited old cities are being taken apart and their components removed from GEO.
