New York, March 1963.
In this America, a moving-image receiver in a private home is illegal. Families live with approved sound cabinets, school reports, service inspections, and the knowledge that an ordinary room can become a matter for review.
Seven-year-old Peter Dallow draws a horse running across a sheet of paper.
His teacher reports it.
Soon a household-review notice arrives at the Dallow apartment. Peter's mother, Ellen, hides the drawing book. His father, Arthur, receives a related notice at work. Neither understands how much the school has already entered their home.
Walter Miller understands official language better than most people. He once read national civic broadcasts into American living rooms. Then a damaged work feed from Continuity Room Two reaches him.
The recording concerns Bell Street, where a clearance action ended with a girl dead.
Miller recognizes his own voice on the tape. He also hears the public account being shaped before witnesses have agreed on what happened.
Following the recording leads him to Greco, a repairman with a hidden cabinet; Caleb Raines, a postal carrier who knows Bell Street by its doors and names; Mrs. Rizzo, a bakery widow with a map of the block; and Clara Voss, a records clerk who knows how a file can be made smaller without ever technically disappearing.
The more Miller learns, the more dangerous the record becomes.
