Like the public schools in the big cities. If you don't have the clout to get your child into one of the magnate schools, where discipline is enforced so learning can occur, then you send your kids to a private school. Essentially you are being double taxed. You actually pay to reduce the burden of public education. Likewise if you need real justice and punishment to be netted out you are going to have to hire a private judge, jury, and executioner. Most of these people need a certain mindset and are usually found in the employee of organized crime or mega corporations (but I repeat myself).
Vigilantes who can provide service to the average citizen would be few and far between. Mega corporations and organized crime have cornered the market on justice for hire.
I was going to wax poetic and philosophical but that bored me.
The rich and the powerful have perverted our system of equal justice under the law. They encourage and fund the mob rule to keep themselves in power and separated from the same mob that protects them.
The powerful elite don't need to threaten the average citizen to keep them in control. By refusing to police the mob they hope the average citizen will be so afraid that they vote in a police state. The police will be hired from that same mob that supposedly created the need. The powerful elite will be well fenced off and exempt from their own draconian directives.
It wont be long until justice for hire will be the only justice available to those who are not connected. A few vigilantes, who have reasons other than money or connections, will fill the niche of providing justice to the average Joe. Only a very few of these will avoid the government, corporations and organized crime which fear them the most. These independent vigilantes will become the greatest nightmare of the powerful elite.
