Hiko Niiyama and Mukzuo Nakazukio continued to grow up in their rigid and militarized city of Kurohama, Japan. Once, little boys and now teenagers.
They meet in their school, Power High. Both have different ideologies and backgrounds. Hiko is from a spy family. Mukzuo, the heir to a dying clan. After they get injured in a fight between them, they are put onto different paths once again.
Hiko and his family, being spies, are on a new mission: Exposing Kurohama's true financial income. At the same time, he is trying to control his new powers.
Mukzuo, at a clan meeting, is berated about something he never knew about, the year 1965. This sets Mukzuo out to discover the past and break free from his grandfather's tradition.
In this arc, the boys face their strict school, family drama, crushes, secret joys, powers, spirits, propaganda, and the weight of their emotions. Most of all, the weight of the past that they never lived through. This is Kurohama; you must live under the Kurohama way.
