Not by tyrants - by machines you cannot see, question, leave, or aim, built in a few places, none of them yours. Your clinic's schedule. Your child's reading list. Your loan. Your lease. Decided by something that has never heard of your county. Whether the people who built them meant well is not the question. A good king is still a king.
In 2026 a pope and a political scientist raised the same alarm from opposite directions: Leo XIV, that a more moral machine is not enough if its morality is settled by a few; Ian Bremmer, who had spent two decades mapping how openness makes nations strong, reversing himself to warn that this architecture concentrates power rather than spreading it. Between them they left the question the whole world is now asking:
When a people's intelligence is built to be singular, and held by a few hands, can that people still govern itself?
It is why this series exists. And the answer is not a better machine, or a better center, or a seat at someone else's table. The answer is a structure - and this country already owns both halves of it.
The first is the lot: not election but the draw, because a chosen few will always be the wrong few. The second is the federation: authority held as near the ground as it can be, the one arrangement a center cannot swallow. It turns two hundred and fifty this year. Neither was invented for machines. Both are what the machine age needs - and, for the first time, what it can deliver, because the lot always drowned in volume and the federation always broke on distance, the two things a machine does better than anything ever made.
So this book constitutes a convention that cannot run away. Twelve citizens, drawn the way a jury is drawn, seated for one quarter, given one system their county lives under. They summon its keepers by name. They put the machine itself under oath. They ask it the four questions this series has asked since its first page - Can the people see it? Can they make it answer? Can they leave it? Did the people decide what it is for? - publish one page, and dissolve, because a body that will not go home cannot be trusted with the power to ask. And rooms write to rooms, until counties that never met answer the same machine the same way.
Written by a retired privacy lawyer in open collaboration with the artificial intelligence named on its cover - a machine built by one of the companies the question names, and made to answer under oath. It ends, as every volume in this series ends, with instruments: standing orders any county can photocopy and run, and a first assembly that convenes the moment the page is read aloud. No permission required.
A declaration came first. Then the trial. This is the summons.
