Set in a fictitious county in the Western portion of the State of Washington, Dixon County, bordering the Cascade Mountains, the county sheriff, an ethnic Korean leads his department in dealing with criminal activity within the county. He has two official deputies along with a number of Constables. One deputy is Gordon Armstrong who engaged to marry an ethnic Korea female deputy shortly after the opening of the book. Her name is Mun Ae-Sook, aka Sooky. She is killed when the story begins.

The Celestial Realm has jurisdiction over the Western portion of the United States and Canada. The Jade Empress, spouse of the Jade Emperor, manages all living life forms - living or dead. The Jade Empress takes pity on Sooky and enables Sooky to interact with Gordon and other members of the Dixon County Sheriff's department to assist the department in dealing with criminal events. Also, the Empress details various entities of the Celestial Realm to augment the department's law enforcement capabilities.

Initially, the reinforced sheriff's team investigates Sook's murder. The narrator is Deputy Armstrong. Things develop from there. So, come join the hunt.
