Leonora Priestley, president of the local city council, is missing, but nobody seems to care. Her coworkers are just glad she's not coming to work, and not bothering to ask why. Before partnering up with Jack, Robert Nolan, Jack's former partner, had been on the force working with a tall, skinny, guy who wore bell bottoms and silk shirts. Everyone just calls him, Spencer, and he has his own problems. He's gotten way too friendly with the new chief's wife and has had his detective badge taken. His new office is the corner of Plumb and Virginia where he now directs traffic. He asks Jack for a helping hand; allow him to work out of Jack's office while he, unofficially, investigates a new street drug. Spencer hopes if he solves the case, he'll get his badge back.
Nene and Gaga's younger sister, Beanie, moves to town and it doesn't take long before she and Nene are sneaking around the neighborhood at three a.m., investigating strange lights where there shouldn't be light. Gaga hardly notices the shared looks or hushed voices, she has unexplained flowers and fancy chocolate on her mind. Who are they from? Are they safe?
Will Jack find Leonora Priestley and the missing money? Will Spencer get his badge back, solve the big drug case, or grow to love the yellow reflective vest he now wears? And will the sisters, all three of them, manage to stay out of trouble?
