To attempt a general roll-call of all the manifold forces which united to produce, and which still maintain, the present monetary dead-lock of Christendom, is here a task beyond our scope. It is chiefly to what--following further the simile of an army--I may call the general-staff of theory, that I ask the reader's attention; for here are to be sought the central inspiration, direction, and leadership of the Anti-Silver-movement. Touching the causal connection between great political events, such as that with which we have to deal, and what is called theory, there may well be a debatable ground of opinion. Certainly instances are not wanting where an elaborate theory appeared, in many senses, as an afterthought. But in the events which led to the partial Outlawry of Silver dogmatic teaching declares itself quite plainly as an effective source of political action on a great scale. An age like the present, which makes mighty strides in improving means of transit, of transport, and of communication, can hardly fail to make like effort to facilitate the operations of exchange; and, accordingly, no sooner had that tide of activity set in which was the concomitant and, in some measure, the result of the great Gold Discoveries, than ideas of simplifying the means of exchange began to show new life. Unfortunately the learning of the time was unequal to the demand made upon it: defective dogma gained control of the forces of civilization, and out of these defects of dogma proceeded a policy destructive rather than reformatory, tending to self-mutilation rather than to health.
