FBI Agents Ben Douglas and Jeff Bauer returning from a fugitive apprehension on a cold snowy Philadelphia day observe a man step out of a house and shoot a police officer in the back. Coming to the aid of the downed officer they come under fire. The shooter escapes. The agents find them selves involved in a joint investigation with the Philadelphia PD to identify and arrest the shooter and other members of a group styling themselves KAP (Kill a Pig). After weeks of searching the Philadelphia shooter, Abdul Hamas is arrested by Douglas and his police department partner. Weeks later KAP hijacks an aircraft at Philadelphia International Airport They demand Hamas be released and flown to Algeria. A radical lawyer, Axel Matthews appears to negotiate a Peaceful resolution It becomes evident that Matthews is a leader o KAP. After a crewman is killed a rescue plan is undertaken and SWAT teams enter the aircraft, rescuing the hostages. Several KAP members are killed, others arrested. Since Matthews was acting as an attorney he was not arrested. Douglas and Bauer learn Matthews is purchasing stolen military weapons from Philadelphia fence. Caught with the weapons and charged with possession of stolen government property, he agrees to become and informant an identify and help track down remaining KAP members. He delights in his new role and helps not only with KAP but with a bank robbery gang. The case moves to New York where the remaining KAP members are planning an armored car robbery near Yankee stadium. Agents and NYPD officers stake out the location and arrest most of the remaining KAP members. Douglas and Bauer return to their regular duties on the Philadelphia Violent Crimes squad. On an early spring day they are summoned to a crime scene where Axel Matthews body is found, throat cut, in the trunk of a car. He boasted of his exploits to the wrong person.
