A popular senator from Florida, Ethan Brooks has many followers, but his voters don't know he is obsessed with young girls. Ethan finds homeless women with daughters between ten and twelve years old. He takes them to his mansion in Key West. It is so far out walking away is not an option. He also gets the young women hooked on drugs promising to let them go, if they sleep with enough men. One such woman is Isabella Lawson, she is the one who slipped a not in Robert Henderson's pocket asking for help. Months have passed. Robert has no way of contacting Isabella. Robert is ready to storm the Brooks mansion, but one of his techs Belinda Midcalf volunteers to go undercover to catch the evil senator.
