Physical practices, in this case belly dancing, in a public service for the exercise of citizenship and the development of women, are a resource for promoting health and the collective empowerment of practitioners, making them visible in public spaces and thus acting to reduce gender vulnerability. The objective of this study was to analyse the social representations of professionals and users of a service provided by the São Paulo City Council on the practice of belly dancing as a resource for women's empowerment in terms of gender equality and health promotion. We conducted qualitative ethnographic research, with participant observation of a belly dance group, field notes, photographs, videos, and 16 semi-structured interviews (dancers and professionals). Through thematic content analysis, the benefits of this practice include body appreciation, improved health, expanded social networks, and greater participation in public spaces. The importance of working with the body, playfulness, and women's networks is reiterated to ensure effective gender equality in public policy interventions.
