Norman Crisp works in a council call centre. His job is to deal with the enquiries nobody else wants. Missing bin lids. Overgrown hedges. Incorrectly classified gazebos. Then someone reports a ghost. Now Norman must navigate secret government departments, ancient supernatural bureaucracy, an increasingly furious public consultation, several versions of himself, thousands of impossible complaints and Pestilence's ongoing dispute with Parking Services. Because somewhere inside two centuries of abandoned paperwork is the reason reality is coming apart. And if Norman can't work out who is responsible, the apocalypse may become official.
