P2P: Policy to People - An era of eGovernance, Digital Transformation and Public Service Delivery in Bihar is a compelling account of how governance transforms when technology, leadership, and public intent align. Moving beyond theory and jargon, this book chronicles Bihar's journey from fragmented, paper-driven administration to citizen-centric digital governance that delivers services at scale, with speed and accountability.
Blending policy perspective with practical experience, the book explores key domains such as local self-governance, agriculture, service delivery platforms, capacity building, change management, and the challenges of bridging the digital divide. It highlights lessons learned, governance innovations, and the human dimension behind dashboards, apps, and systems.
More than a documentation of reforms, Policy to People is a narrative of trust-how transparent systems strengthen institutions and restore citizens' confidence in the State. Essential reading for policymakers, civil servants, students of public administration, technologists, and anyone interested in India's digital governance story, this book demonstrates that technology succeeds only when it ultimately serves people.
