There were numerous groups of dangerous people vying for political power on the planet. Corruption was rampant as cartels grew to control core resources. Crime rose even though the State created increasingly tight, dictatorial security systems to curb it. Orseca was hated for these measures by certain people.
Certain roguish groups opposed to his rule developed high technologies to topple him and establish a new political system. Others resorted to abductions and killings of influential people with the aim of ransoming the political decisions on the planet.
Orseca had to constantly find means and ways of ensuring that his position remained secure on Oink and beyond.
