DeShawn Carter drives a city route. One winter morning his badge opens the depot door and the system behind it stops answering for him: a hold he cannot contest, a certification he cannot clear, an entry no office will admit writing.
The authoritative record of what happened is intact. It is complete, sealed, and preserved exactly as the law requires. It is also in orbit, held in continuity escrow aboard a commercial spacecraft, by a company that owes the city nothing but its survival.
Through one hard freeze, Maddy Bennett, who keeps a scorebook, and Daniel Mercer, who wrote the framework that made the omission lawful and has no authority left to repair it, work beside a man who never asked to become a cause. Clause by clause, receipt by receipt, they assemble the first lawful path to a record that has never come down.
There is no villain. Every system in this novel works exactly as designed. That is the problem.
PRESERVED IS NOT PRODUCED.
Orbital Winter is the fifth novel in The Delegation Cycle, a six-book sequence about delegated authority, machine administration, and the distance between a thing that survives and a thing a person can read.
