Narcoterrorism, Nicolás Maduro, Venezuela, and International Law examines the collision of drug trafficking, national security, human rights, sovereignty, and geopolitical power in Venezuela. Using the 2026 capture of Nicolás Maduro as its central case, Paul F. Davis explores the legal and moral limits of intervention, the role of the United Nations, the dangers of unilateral force, and the competing claims surrounding democracy, narcoterrorism, and Venezuela's immense natural-resource wealth. Davis examines the controversy from the intersecting perspectives of international law, narcotics enforcement, national security, human rights, democratic governance, and geopolitical power. Her democratic opposition movement introduces another difficult question: when authoritarian or criminal governance has severely undermined a people's political self-determination, does sovereignty belong principally to the government controlling the territory-or ultimately to the people themselves? Historical comparisons involving Manuel Noriega and Panama, Salvador Allende and Augusto Pinochet in Chile, Mohammad Mosaddegh and Iran, Saddam Hussein and Iraq, and Afghanistan demonstrate why intervention cannot be evaluated in isolation from the history of American power, strategic partnerships, regime change, intelligence relationships, and the unintended consequences of foreign policy.
