In Cultura e anarchia, Matthew Arnold espone quelli che, a suo avviso, sono i principali difetti delle varie classi della società britannica: gli aristocratici sono troppo distaccati dalla società nel suo insieme; la classe media ha energia ma necessita di raffinatezza; e la classe lavoratrice non sa ciò che vuole. Arnold teme che la libertà democratica possa degenerare in anarchia e sostiene che la cultura - il meglio che sia stato pensato e detto - debba essere sviluppata in ogni individuo per raggiungere la perfezione. Coltivare la cultura in questo modo fornirà la coesione necessaria a tenere unita la società .
Arnold colloca l'identità collettiva del popolo nello Stato, e tuttavia, da liberale britannico, sembra comprendere la diffidenza dei suoi connazionali nei confronti di un'autorità centralizzata. Egli affida a ciascun individuo il compito di guardare dentro di sé, di essere ben informato e di coltivare quegli aspetti che porteranno a dolcezza e luce, termini con cui indica la bellezza e l'intelligenza. Vede ciascuna classe ancorata a determinate idee fisse. Ma invece di cercare un feticcio rivale che prenda il posto di tali false nozioni, la società dovrebbe dirigere un libero e fresco flusso di pensiero sull'intera questione in esame. Questi scritti nacquero in un periodo di profondi cambiamenti politici, sociali, scientifici e religiosi, e tentarono di offrire un modello per aiutare la società ad attraversarli.
Cultura e anarchia fu pubblicato inizialmente come una serie di saggi sulla Cornhill Magazine e successivamente raccolto in volume nel 1869. Questa pubblicazione si basa su un'edizione del 1925, che corrisponde sostanzialmente alla terza edizione del 1882.
