WWhy did Canadians build a welfare state - and why has its purpose become so contested? A History of the Ideologies of the Welfare State: With Special Reference to Canada traces the ideas that made collective provision possible and the arguments that later sought to limit it.
Dave McFaul shows that Canadian social programs did not arise from socialism alone. Democratic socialists, social liberals, and Red Tories supported welfare provision for different reasons: equality, meaningful freedom, social cohesion, national solidarity, and protection from misfortune. The book follows this consensus from Idealism and the rise of political economy through the development of unemployment insurance, family allowances, pensions, and Medicare.
It then examines neoliberalism through Hayek, Friedman, Mises, and the Mont Pelerin Society, before confronting today's choice between social investment and social insurance. Can education and employability protect people from market risk, or must citizens pool risks no individual can reasonably bear alone?
A rigorous, accessible history of Canadian political ideas, welfare policy, and the continuing debate over freedom, responsibility, and the public good.
