In 1370 the Kingdom of Denmark surrendered to an organization with no capital city, no army, no constitution, and no membership list - and handed it a share of the royal customs revenue and a veto over who could be the next king.
Nobody could say how many members the winning side had. Not its enemies, who kept demanding a list and never got one. Not the historians, who have argued about it for a hundred and fifty years. Not the members themselves. The Hanseatic League - the network of German merchant towns that dominated the trade of northern Europe for four centuries - had no founding date, no head of state, no treasury, and exactly one punishment at its disposal: it could stop doing business with you. That was all. It was enough to discipline towns, break foreign monopolies, and bring a kingdom to the table.
What this network moved was as unglamorous as its power was strange. Salt from one set of brine springs at Lüneburg met herring from one fishing ground off Skåne, and together they fed Latin Christendom through roughly a hundred and fifty fast days a year. Stockfish came down from Bergen, wax for every church candle in the West came out of Novgorod, and the timber, tar, and hemp that would later rig Europe's Atlantic fleets came down Hanseatic routes first. This was a supply chain that behaved, when pressed, like a great power.
At its four great trading posts - Novgorod, Bergen, London, and Bruges - German merchants lived behind their own walls under their own law, inside someone else's realm. In Bergen they lived under a curfew and were forbidden to marry. In London they held customs rates better than the English paid, and kept them for two centuries against a resentful city. Each post was the same organization tested against a different host, and each test reveals where the network's power came from - and where its limits ran. Because the limits arrived: pirates the towns had to build fleets to destroy, a plague that traveled their own sea lanes, Dutch shippers with cheaper hulls, English clothiers cutting out the middleman, a herring shoal that moved to someone else's sea, and all around the Baltic the rise of the one thing the Hanse was not - states, with treasuries and navies and the power to compel. The League never dissolved. In 1669 its assembly met for the last time, nine towns attending, and simply never met again.
