La elocuencia nació en las Repúblicas, porque allà fue necesario persuadir a unos hombres que no se dejaban mandar: allà se conservó siempre estimada, porque en aquella forma de gobierno era el camino de las dignidades y de las riquezas. Éste fue el móvil para que en aquellos estados populares se honrase, no sólo la elocuencia, sino todas las demás profesiones propias para formar oradores, como la polÃtica, la jurisprudencia, la moral, la poética, y la filosofÃa.
Mas si entramos a considerar el plan de esta obra, vuelvo a decir, que el principal fin que se propone es la análisis de los rasgos magnÃficos y dichos sublimes, que en todos tiempos y paÃses han granjeado o sus autores el renombre de elocuentes. Asà me ciño precisamente a los principios generales de la elocución oratoria, como puntos adaptables al gusto, uso, e interés de un mayor número de lectores, y dejo por impertinentes las otras partes de la retórica. Ésta se enseña en las aulas, y en éstas se forman los retóricos; pero los hombres que han dominado a los demás con la fuerza de su palabra, se han hecho en el mundo entre la pasión de emular la gloria de los ilustres oradores, y la necesidad de seguir su ejemplo para defender la virtud, la verdad, o la justicia.
