Comment l'humanité doit-elle s'organiser pour parvenir à un progrès durable ?
Cependant, à mesure que mes recherches progressaient, il est devenu de plus en plus évident que les défis engendrés par l'intelligence artificielle, la robotique, la nanotechnologie, la biotechnologie, les technologies quantiques et les réseaux numériques avancés dépassent de loin le domaine de la gestion des organisations.

Cependant, à mesure que mes recherches progressaient, il est devenu de plus en plus évident que les défis engendrés par l'intelligence artificielle, la robotique, la nanotechnologie, la biotechnologie, les technologies quantiques et les réseaux numériques avancés dépassent de loin le domaine de la gestion des organisations.
L'humanité entre dans une nouvelle étape de la civilisation.
La question fondamentale n'est donc plus simplement:
Comment les organisations doivent-elles gouverner l'intelligence artificielle ?
Elle s'est transformée en une question beaucoup plus vaste:
Comment l'humanité doit-elle gouverner une Civilisation de l'Intelligence ?
Ce livre représente ma tentative de répondre à cette question.
Plutôt que de considérer l'intelligence artificielle comme un développement technologique isolé, il envisage la transformation actuelle comme faisant partie d'un processus historique plus vaste, comparable à la Révolution agricole et à la Révolution industrielle.
Toute grande révolution technologique a exigé une révolution correspondante dans la gouvernance.
La Révolution de l'Intelligence ne fait pas exception.
L'argument central de ce livre est que l'intelligence artificielle ne doit pas être comprise principalement comme un objet de réglementation. Elle doit plutôt devenir un instrument permettant à l'humanité de se gouverner elle-même de manière plus intelligente.
Cette distinction conduit à un nouveau concept présenté tout au long de cet ouvrage:
la Gouvernance de l'Intelligence.
Le livre propose un Modèle de Gouvernance de l'Intelligence Fédérée, dans lequel la gouvernance commence par l'individu et la famille, s'étend aux communautés, aux entreprises, aux municipalités, aux États-nations, aux institutions régionales et au système des Nations Unies et, finalement, soutient la gouvernance coordonnée de l'humanité elle-même.
L'objectif n'est pas un gouvernement mondial centralisé.
C'est une civilisation humaine coordonnée intelligemment.
L'une des contributions les plus importantes de ce livre est la Déclaration pour la Civilisation de l'Intelligence.
La Déclaration n'est pas présentée comme un manifeste politique, mais comme une déclaration de principes partagés destinée à guider l'humanité à travers l'une des plus grandes transitions de son histoire. Elle affirme que le progrès technologique doit toujours rester subordonné à la dignité humaine, à la responsabilité éthique, à la participation démocratique, à la paix, à la justice, à la durabilité et à l'épanouissement de toutes les personnes.
Si la Révolution industrielle a conféré à l'humanité un pouvoir productif sans précédent, la Révolution de l'Intelligence lui confère un pouvoir intellectuel sans précédent.
Si ce pouvoir deviendra une force de prospérité partagée ou de division dépendra moins de la technologie elle-même que de la sagesse avec laquelle l'humanité la gouvernera.
Ce livre propose donc non seulement une théorie de la gouvernance, mais aussi une invitation.
Il invite les gouvernements, les organisations internationales, les entreprises, les universités, les chercheurs, les éducateurs, la société civile, les familles et les citoyens du monde entier à participer à la construction de l'architecture de gouvernance de la Civilisation de l'Intelligence.
