Financing Africa's development requires ingenuity, discipline, and an understanding of fiscal systems-the sum of all public revenues and expenditures, including taxes and debt. This book makes what may seem complex at first glance fascinating. It describes various approaches that have been adapted to local circumstances across the continent and reflects the drive for unification and harmonization in preparation for the African Union. Africa is rich, but resources are lost due to flaws in its fiscal systems. Financial resources come from the people, are not unlimited, and are not readily available or free of charge. Africans must therefore cherish these resources and use them for nation-building and national and regional development. Effective, efficient, transparent, and accountable fiscal systems that are fair and equitable will greatly contribute to financing Africa's development. Using examples from all 54 African countries, the book makes tax issues real and understandable for people from all walks of life. It demonstrates the importance of tax law and policy for development and their impact on individuals, communities, nations, regional groupings, and the continent as a whole.
