La région du Mayo-Kébbi, en raison de l'abondance de ses ressources naturelles, de la densité et de la diversité de sa population, est l'objet de compétitions et de pressions foncières depuis de nombreuses décennies. Exacerbée par les effets néfastes de l'insécurité et du changement climatique sur la population, cette situation entraîne une cohabitation conflictuelle aussi bien au plan intercommunautaire qu'intracommunautaire. En l'absence d'une politique bien définie et adaptée à la conduite des affaires foncières, le processus démocratique et la mise en oeuvre de la politique de décentralisation complexifient le problème. Cet ouvrage rend compte des mutations foncières que la région du Mayo-Kébbi a connues de la période coloniale à la fin du 20ème Siècle. Fondé sur des approches chronologique et synchronique, il présente les principaux facteurs de ces mutations que sont la politique française de mise en valeur coloniale, l'instabilité politique et les crises écologiques. Le cadre physique et les activités productives, les peuples et l'occupation de l'espace au Mayo-Kébbi, le foncier dans le droit coutumier, les mutations foncières de la colonisation française au Tchad indépendant... sont les importantes questions développées.
The Mayo-Kébbi region, due to the abundance of its natural resources, the density and diversity of its population, has been the subject of land competition and pressure for many decades. Exacerbated by the adverse effects of insecurity and climate change on the population, this situation leads to conflictual cohabitation both at the inter-community and intra-community levels. In the absence of a well-defined and adapted policy for the conduct of land affairs, the democratic process and the implementation of the decentralization policy complicate the problem. This book describes the land changes that the Mayo-Kébbi region experienced from the colonial period to the end of the 20th century. Based on chronological and synchronic approaches, it presents the main factors of these changes: the French colonial development policy, political instability and ecological crises. The physical framework and productive activities, the people and the occupation of space in Mayo-Kébbi, land in customary law, land mutations of French colonization in independent Chad... are the important questions developed.
