Federal immigration agents arrive in Santa Fe and begin detaining and deporting those suspected of being immigrants. In response, the city erupts in partisan violence, with mobs of protestors taking to the streets and counter-protestors voicing their support for immigration control. One particularly zealous anti-immigrant vigilante resorts to fire-bombing local businesses that employ immigrants. Former Santa Fe Police detective Fernando Lopez agrees to help find the arsonist even though he resents being drawn into politics. The situation worsens when a gunman begins shooting at the homes of Santa Fe City Council candidates who welcome immigrants to Santa Fe, which ends in a bloody shootout where Lopez and the shooter are both wounded. However, the real shock comes when Lopez and the city learn who hired and paid the shooter.
