Why do democratic societies repeatedly lose the freedoms, institutions, and civic achievements that previous generations built? The Ethical Republic answers this question with a single transformative claim: democratic political life is fundamentally a matter of time.
Freedom, dignity, constitutional government, civic solidarity, and democratic citizenship are not static achievements. They are political accomplishments that must be continuously reproduced across time - across generational change, institutional transition, and the persistent pressures of political actors who prefer concentrated power to constitutional accountability. When this reproduction fails, democratic decline follows with an institutional logic that is as predictable as it is historically documented.
Drawing on political philosophy, democratic theory, and constitutional thought - from Arendt, Habermas, and Pettit to Rawls, Taylor, and Margalit - this book develops a systematic account of democratic continuity through five foundational conditions: Human Dignity, Individual Sovereignty, Temporal Pluralism, Institutional Memory, and Constitutional Balance. It introduces six temporal capitals - Democratic, Economic, Ecological, Civic, Governance, and Conflict Capital - as the specific institutional resources through which those conditions are practically maintained or depleted.
Two concepts are central to the analysis. Institutional Memory - analyzed in three forms as Active Deep Time, Archival Deep Time, and Suppressed Deep Time - is identified as the foundational resource through which political communities learn from their own failures and integrate the claims of communities whose history has been denied. Constitutional Kairos - the historically rare convergence of conditions under which genuine constitutional renewal becomes possible - specifies the circumstances under which transformative political agency can generate democratic renewal rather than merely democratic rupture.
Grounded in five decades of direct engagement with Turkish and Kurdish political life, and written from the comparative vantage point of Canadian pluralism, this book offers a theoretical framework applicable far beyond the Turkish case - to every political community navigating democratic erosion, institutional decline, and the challenge of sustaining self-governance across generations.
The Ethical Republic is Volume IV of the Türkiye Series and the opening volume of the Ethical Republic Programme - a twenty-volume theoretical project developing a comprehensive account of political time, democratic theory, and the conditions of the ethical republic.
